Elliot Carvell is a lifelong Burleigh County resident, veteran law enforcement officer, and proven leader who has dedicated more than a decade to serving and protecting our community. With thirteen years at the Burleigh County Sheriff’s Department and experience at many levels of the organization, Elliot is running for Sheriff to continue the department’s success while preparing it to meet the challenges of modern law enforcement—without losing sight of accountability, fiscal responsibility, and the constitutional rights of the people we serve.

MEET ELLIOT
After earning a Bachelor of Arts in Criminal Justice from the University of North Dakota, Elliot joined the Burleigh County Sheriff’s Department in 2013 under the leadership of now retired Sheriff Pat Heinert. Over the past 13 years, he has served in numerous roles in the department that have given him the knowledge, skills and abilities to now lead the department.
His experience includes serving as Patrol Deputy, Deputy Investigator, K9 Handler, Patrol Sergeant and now as the current Administrative Sergeant reporting directly to Sheriff Kelly Leben.
Elliot has been recognized for his dedication and performance, including being named Deputy of the Year. He is a graduate of the Northwestern School of Police Staff and Command and has played key roles in recruitment, training, and leadership development within the department. He currently serves as Field Training Coordinator, K9 Unit Coordinator, and Chair of the Employee Council. This depth of experience ensures the Sheriff’s Office will remain stable, professional, and prepared on day one.
Elliot is a Bismarck native and lifelong Burleigh County resident. He and his wife Katie live in rural Burleigh County with their two daughters, Maris and Nora. In addition to his law enforcement career, Elliot owns and operates a small lumber business, giving him firsthand experience managing employees, budgets, and long-term planning—skills that translate directly to leading the Sheriff’s Office.
